In 2009, several changes were made to the City’s Comprehensive Plan and zoning standards for the Northeast Old Conway Area. If you own property or live within the boundaries of the Northeast Old Conway Area, your zoning has changed to SP (Specific Plan). Please review the documents on this page for information regarding these changes.

Northeast Old Conway Area Specific Plan

I. Physical Boundaries

Beginning at the intersection of Siebenmorgen Road and Harkrider Street; thence east along Siebenmorgen Road to the western right of way of Interstate 40; thence southeasterly along the Interstate 40 right of way to the projected intersection of Gum Street and the Interstate 40 right of way; thence south along Gum Street to the intersection of Merriman Street; thence west along Merriman Street to Harkrider Street; thence north along Harkrider Street to Garland Street; thence west along Garland Street to Spencer Street; thence north along Spencer Street to Pine Street; thence east along Pine Street to Markham Street, thence north along Markham Street to Spruce Street; thence east along Spruce Street to Harkrider Street; thence northwesterly along Harkrider Street to the point of beginning at the intersection of Harkrider Street and Siebenmorgen Street. The area shall also include Lots 9, 10, 11, 12, 13, and 14 of Block 1 of the Browns Subdivision.

II. Overview

During 2008 and 2009, the Conway Planning and Development Department conducted a study of the Northeast Old Conway Area’s land use patterns, design characteristics, demographics, and housing and economic data. The study process included a series of public meetings, a workshop, and an open house at which stakeholders were invited to share their own visions for the area’s future. The Pine Street Area Community Development Corporation and several City departments including the Community Development Office worked with the Planning and Development Department to coordinate these meetings and guide the study process.

III. Comprehensive Plan Changes

At its July 29, 2009, meeting, the Conway City Council amended the City’s Comprehensive Plan to incorporate changes recommended by the Conway Planning and Development Department following the Northeast Old Conway Area Planning Project, which was completed earlier in the year. Per Resolution R-09-039, the document “2009 Northeast Old Conway Area Study Comprehensive Plan Update” replaces the corresponding portion of the Comprehensive Plan. Note that the Comprehensive Plan is an advisory or guiding document which outlines the City’s desire for future development patterns and is not binding.

IV. Zoning Changes

On September 1, 2009, the City Council enacted Ordinance O-09-101, which rezoned the Northeast Old Conway Area to the newly-created SP (Specific Plan) zone. The Northeast Old Conway Area SP district is divided into three sub-zones based on the rural-to-urban transect. The underlying Specific Plan prescribes typical zoning standards (e.g. bulk, mass, and height), design standards, and allowable land uses. Note that these are binding standards.
